Dale M. Putnam

Commissioner Putnam has 35 years experience in state government and private sector management with 25 years at a senior level. His experience includes management of information technology, various manufacturing functions, overall responsibility for a 500+ person manufacturing organization, and project management experience coordinating two company consolidations and implementing a number of major computer applications.  His education and training includes a Bachelor of Science in Sociology, a Master of Business Administration, serving as a Baldrige National Quality Award examiner for two years and as a Washington State Quality Award senior examiner for six years.  He has made presentations at national conferences, instructed a college course on Management Information Systems, and has had nine papers published in national trade magazines or conference proceedings.  Mr. Putnam is active in the community and has been chairman of the OBee Credit Union board of directors for several years. Prior to joining District #9, his fire service experience included six years as a volunteer firefighter in District #13 with three years as a lieutenant.  During this time he was named Firefighter of the Year for both District #13 and Thurston County.  He also served as a Commissioner in District #13 for three years, and was chairman of the Thurston County Fire Commissioners for one of those years.

Rick Stevens

 Rick Stevens lives in the Summit Lake area with his wife and two children.  He is a third-generation fire fighter who began his firefighting career in 1994 as a volunteer in Mason County and was hired by the Griffin Fire District (Thurston County) in 2002.  He currently works for the Tacoma Fire Department and in 2010 was elected as a fire commissioner for the Mclane Fire District.  Rick graduated with a Bachelor of Arts degree from the University of Washington.  Experience includes building construction and project management, computer programming, fire department engine and truck company operations, fire department communications, incident management, and disaster preparedness. He has attended the National Fire Academy, has presented at the Governor’s Safety Conference, instructs safety and first aid/CPR classes across the northwest, and instructs Community Emergency Response Team (CERT) classes for the Department of Homeland Security.Rick’s goals as fire commissioner are to increase public support and awareness of the Mclane Fire District, and encourage community involvement in the decisions that drive the direction of the fire department.

Robert Coit

Robert Coit has served as a commissioner for Black Lake (District Five) since 1998. His primary area of interest continues to be water safety. Since serving on the Board two residents have drowned or died due to water related accidents on Black Lake, one an eighteen year old man with his entire life before him. He is proud to have had a role in helping to negotiate an agreement with the City of Tumwater to allow for annexation and maintain service levels to his constituents. More importantly he is proud to serve as a commissioner of the consolidated district (McLane-Black Lake) which actively seeks to blend the strengths of both districts into a stronger whole.  Robert Coit is the Executive Director of the Thurston County Food Bank. He has been the Deputy Director of Senior Services for South Sound, the Director of a Senior Nutrition Program, and a Development Director. He is a member of the Olympia Rotary, a past president of the Waterfront Kiwanis Club, a past Treasurer of South Sound Partners in Philanthropy, the Chair of the Washington Food Coalition and serves on Thurston County's Disaster Assistance Council. Robert is a graduate of the University of Washington and the father of two children Elizabeth 18 and Kyle 12.

Beginning my career in 1976 as a volunteer firefighter. I am a third generation firefighter and have enjoyed many years of service within the industry, performing in a variety of capacities. I have over 16 years experience as a career Firefighter/Paramedic and currently serve as a Fire Lieutenant/Paramedic here in Thurston County. My interest include working toward my Bachelors degree in Fire Science and music. Dale Brittion has ten years of management experience in both the public and private sector of emergency services, including major project development and implementation and technology systems evaluation, design, and management. He has spent many years as an instructor, evaluator, professional advisory board member, and local professional organization advocate for fire and emergency medical services (EMS) in King, Pierce, and Thurston counties.

Bob Barnard

Bob Barnard came to Olympia’s Cooper Point area in 1970 when selected from a national search to be a planning faculty member of the Evergreen State College.( Dr. Barnard received his Ph.D. from the Ohio State University in 1969).   He joined the McLane Fire Department in 1972, advancing to the rank of volunteer Captain later joining the State Office of  Fire Service Training as a supervisor. Bob was first appointed a McLane Fire District 9 fire commissioner in 2003 to fill a vacant position and elected to a full term in 2008.   He has developed numerous fire training manuals and several major training programs for the State and most recently worked as a contractor for the Office of The State Fire Marshal developing and managing the Basic Fire Fighter-I  Training Program.  Other notable projects included assignments as project manager for the State Fire Training Center at North Bend, working through construction, prop design and core curriculum implementation.  Nationally, he has been part of a national team which prepared a publication for the National Fire Administration “Safety and Health Considerations for the Design of Fire and Emergency Medical Services Stations” co-developed and taught The Fire Department Safety Officer Course for the Fire Department Safety Officers Association (FDSOA).    Bob was a member of the Fire Fighter Safety Standard Committee which developed WAC 296-305 The Fire Fighter Safety Standard in 1992 and was responsible for coordinating the process of moving the 1997 Standard through final rule making.  He now serves as a Washington State Fire Commissioners Association representative to The State Department of Labor and Industries.

Mark Thompson

Mark Thompson has served as a Fire Commissioner for Thurston County Fire Protection District 5 since January of 1998. His leadership has helped assure the District has the resources needed to provide skilled, cost effective emergency services to the residents of the District. Mark has been instrumental in adding Career firefighters, improving mutual aid agreements with neighboring Districts and improving facilities and equipment. In his continued efforts to provide the best possible, most cost effective service to the residents of the District, he has supported the Consolidation of Thurston County Fire District 5 with Thurston County Fire District 9, now known as the McLane Black Lake Fire Department.

Mark is Senior Deputy Prosecuting Attorney with the Thurston County Prosecuting Attorney’s Office and a life-long Olympia resident. He is a proud University of Washington Alumnus and avid sports fan. Mark enjoys spending time with his wife Barb and two daughters. Mark also enjoys exercising, socializing with friends, travel and photography.
